No matter who you ask, everyone in the Star Wars fandom will have a different power ranking, but mine will of course be the correct one (Just kidding, I've probably made a few mistakes). I will be looking at Force power, lightsaber and fighting skills, and their track record with the opponents they've faced. And for consistency I will only be using canon material.
Honourable mentions: Pong Krell, Qui-Gon Jinn, Luminara Unduli, Kanan Jarrus, the Grand Inquisitor, Eeth Koth.
20. Rey Skywalker
As one of the youngest and inexperienced Force users on this list, she's still got a ways to go before she can be considered equal to legendary Jedi Knights like Obi-Wan Kenobi and Luke Skywalker. Her skills are quite impressive, but her stamina is limited. However, her Force power is incredibly strong, as seen when she pulled back a ship taking off and then destroyed it with Force lightning. Rey also has the ability to heal fatal wounds by transferring some of her life essence. Her victory against her grandfather, Emperor Palpatine, was only achieved with the help of all the Jedi that came before her, so doesn't define her own power levels.

19. Kylo Ren
Kylo Ren is slightly more adept than Rey. Their skills and practically even, and their connection to the Force is equally strong, but he's much more of a physical threat, as seen when he overpowered her during their duel on the Death Star ruins. Ben Solo also had the ability to transfer his life essence, which he used to bring Rey back from the dead at the cost of his own life.

18. General Grievous
I'm not only including Force users on this list as General Grievous was far too impressive to ignore. With four arms, he is able to use four lightsabers simultaneously at incredible speeds. He may not be a Jedi or Sith, but that never stopped him from engaging them in battle. Obi-Wan Kenobi, Asajj Ventress and Kit Fisto are just some examples of the impressive opponents he's faced. Grievous has actually beaten and killed several Jedi as well, and kept their lightsabers for his own use. He is also the physically strongest character on this list.

17. Kit Fisto
With a smile on his face and a cool-headed attitude, Kit Fisto never seems to show any sign of weakness. His impressive skills with a lightsaber and lightning reflexes made him one of the best Jedi in the Order. Even General Grievous found himself quickly outmatched by the Nautolan Jedi Master.

16. Savage Opress
The brother of Darth Maul is incredibly powerful. Even after just becoming a Sith, Savage Opress was able to overpower Obi-Wan Kenobi, Anakin Skywalker, Count Dooku and Asajj Ventress with the Force all in a matter of minutes. However, he was lacking in lightsaber skills so had to rely on Force power and brute strength a lot of the time.

15. Asajj Ventress
Asajj Ventress was an aggressive, but very impressive duelist. Her speed and dual-wielding abilities made her a formidable opponent for some of the best Jedi in the Order, including Obi-Wan Kenobi, Anakin Skywalker and Ahsoka Tano. However, while these Jedi continued to develop and reach their peaks, Ventress stopped progressing and soon found herself outmatched by her former equals.

14. Luke Skywalker
Luke Skywalker defeating Darth Vader was a very impressive accomplishment, especially with his lack of training. It's a shame we didn't get to see him in action much after this, because at his peak, I have a good feeling he would've been at the top of this list. Even during his Force projected fight with Kylo Ren, it was obvious that Luke was a talented duelist from the way he moved. The projection also showed how powerful he'd gotten in the Force.

13. Darth Maul
Obi-Wan and Ahsoka were right when they said that he was hard to kill. Even after being sliced in half and falling an extreme height, Darth Maul survived and grew more powerful solely from the pure hatred he felt for Obi-Wan Kenobi. Maul's long-running rivalry with Obi-Wan showed that he more than earned his reputation as one of the greatest Sith in history. By using the Force, he was able to destroy a Republic cruiser from the inside out, which is one of the most impressive feats we've seen.

12. Ahsoka Tano
Being Anakin Skywalker's apprentice definitely paid off. With amazing dual-weilding lightsaber skills, Ahsoka Tano was able to fight evenly with Darth Vader himself. This long awaited confrontation between master and apprentice gave her the boost she needed to be considered one of the greatest Jedi in history. She was also able to outmatch and beat Maul, and even put two of Vader's Inquisitors to shame. Ahsoka's no slouch with the Force either, as shown when she held back an accelerating ship with an immense Force pull.

11. Obi-Wan Kenobi
Count Dooku may not have given Obi-Wan Kenobi the best reputation after he beat him time and time again, but he's certainly proven himself more than enough to appear this far up my list. As one of the most formidable duelists in the Jedi Order, Obi-Wan has practically fought every villain in the galaxy. Darth Maul, Asajj Ventress, General Grievous, you name it! He was once even able to overpower both Maul and his brother simultaneously, which is an incredible feat. However, his most impressive accomplishment was defeating his former apprentice Anakin Skywalker at his peak in an intense duel on Mustafar.

10. Anakin Skywalker
I've separated Anakin Skywalker and Darth Vader on this list as they feel like entirely different characters. Anakin was the Chosen One and was said to bring balance to the Force, but ended up causing only destruction. The older he got, the more aggressive he grew, making him a serious threat for his opponents. His power with the Force may not have reached it's full potential, but he was still one of the greatest duelists of his time, defeating even Count Dooku in his prime.

9. Mother Talzin
Mother Talzin was an extremely powerful Force-sensitive witch, that had a variety of abilities Jedi and Sith alike had never faced before, making her a very unpredictable foe. Talzin often used a form of Force lightning to attack her enemies from a distance, but as shown during her confrontation with Mace Windu, she was able to instantly conjure a blade and hold her own against the Jedi Master in a duel. Whenever she felt outmatch, she would disappear at will. The witch also once performed voodoo to torture Count Dooku from a completely different star system.

8. Supreme Leader Snoke
Not a lot is known about Snoke, apart from the fact that Emperor Palpatine created him and his connection to the Force is extraordinarily powerful. With what little we do see him using the Force, he's throwing Rey around the room by barely lifting a finger, and bringing Kylo Ren to the ground with a blast of Force lightning. I would've loved to see what other tricks he had up his sleeve.

7. Count Dooku
With one of the most majestic and acrobatic fighting styles of his time, Count Dooku could only be challenged by very few. That fact that he often fought with one hand behind his back showed just how confident he was. His strong force powers and Sith lightning gave him an even larger advantage, not that he needed it.

6. Darth Vader
You would assume that Anakin would become weaker after losing all of his limbs and sustaining other horrific injuries, but it's quite the opposite. Once he'd taken on the new title of Darth Vader, he became one of the best duelists and most powerful Force users in history, performing feats that have never been seen before, such as being fully submerged in lava and surviving by creating a force field around himself.

5. Mace Windu
Mace Windu was second only to Yoda in the Republic Jedi Order. Using a fighting style that was close to the dark side, Windu became an aggressive fighter that made him almost unbeatable in a duel. This was shown during his confrontation with Darth Sidious, who even struggled to overpower the Jedi Master.

4. Yoda
As the Grand Master of the Jedi Order, Yoda is the most accomplished swordsman and Force user in Jedi history. Don't let his size fool you, as once he starts swinging his lightsaber it'd be over before you know it. Yoda's speed and acrobatic fighting style make it hard for even Darth Sidious to keep up with him.

3. Darth Sidious
Darth Sidious was a master manipulator who orchestrated the entire war between the Republic and Separatists from the shadows, and then ruled over the galaxy with his own empire. Even death couldn't stop him, as he returned as a clone that was equally as powerful as his original form. Palpatine's Force power was so immense that he could take down an entire fleet of starships with one large burst of Force lightning. The only Jedi that were ever able to challenge him fairly in a duel were Jedi Master's Yoda and Mace Windu.

2. Bendu
Bendu is an ancient entity with immense power of the Force. He was able to create powerful storms by manipulating the nature around him, and could disappear at will. He keeps a neutral stance in the war, but had no problem providing wisdom to the Jedi.

1. The Ones

(Father / Son / Daughter)
The Ones are literal beings of the Force. The Daughter represents the light, while the Son represents the dark, and the Father represents the balance of all. These beings live on Mortis, a realm within the Force that was said to exist outside of the known universe. Their power is unlimited and no Jedi or Sith would ever stand a chance against them. Did I mention they also have the ability to transform into giant griffins?
