Freeze! The ability to control ice can be both surprisingly powerful and useful. It's not a power that I'd personally want myself, but it is pretty cool to see others use it in action. Here's a bunch of my personal favourite characters with this power.
Honourable mentions: Caranthir, Articuno, Killer Frost.

10. Ice King
Adventure Time

The Ice King isn't the most stable or intelligent people, but there's no denying his ice powers are extremely dangerous that very few can counter. However, once his crown is removed he no longer has access to these powers. Voiced by the wonderful Tom Kenny, the Ice King is very entertaining to watch, even if he is super creepy.

9. Frosta
She-Ra and the Princesses of Power

Frosta started off quite annoying in the first season of She-Ra, but ended up becoming a really likeable character. She's able to blast ice, form objects, and create a full body of armour. As the youngest of the princesses, she often shows loud and impulsive behaviour, but that's just one of the reasons why I like her so much.

8. Night King
Game of Thrones

The Night King was a mysteriously menacing villain from Game of Thrones. We didn't know much about him, but that unknown factor along with his horrifying powers, like the ability to raise the dead into his own army, is what made him such a cool villain. He had a lot of potential to be one of the show's greatest characters, but sadly when the disastrous final season aired, they threw the character away and he was instantly forgotten.

7. Storm
Marvel

I was going back and forth on whether (weather) Storm should be included on this list, but she can control any form weather, including snowfall, hail storms, and anything else cold related. Admittedly I was never a big fan of Storm, but after recently reading a bunch of modern X-Men comics, I've been appreciating her more and more.

6. Frozone
The Incredibles

Frozone may not be a lead character in The Incredibles films, but he's definitely the coolest. That's always bound to happen when you're being played by Samuel L. Jackson. Frozone can form a continuous path of ice ahead of him to surf along at incredible speeds. That would be such a fun way of transportation.

5. Iceman
Marvel

If anyone can prove that ice control is incredibly powerful, it’s Iceman. To put it in perspective, he’s classified as an Omega-level mutant, which is the highest class possible. Other member of this class include Magneto and Jean Grey. Bobby is often considered the fun member of the X-Men, with his constant witty humour and positive attitude.

4. Elsa
Frozen

Yes there's a Disney princess on my list, now let it go. Apart from having an amazing voice, Elsa has an incredibly strong connection her powers which she's used to save countless lives. Her ability to conjure objects from thin air exceeds anyone else on this list, as seen when she creates an entire ice palace in minutes and forms a mammoth wall to stop a wave wiping our her kingdom in seconds.

3. Korra
Avatar

Water. Earth. Fire. Air. And... ice? The control of ice comes with the waterbending ability. Introduced into the Avatar universe with her own show, Korra quickly became popular among the fans. With her fun-loving personality and motivated spirit, there's nothing that will stop Korra from achieving whatever she sets her mind on.

2. Mister Freeze
DC Comics

Not only is Mister Freeze one of Batman's greatest villains, but one of the greatest comic book villains in general. Apart from the ice powers giving him a huge physical advantage, he's also a scientific genius which is why Batman considers him one of his biggest threats. Mister Freeze would take first place if I were basing it on character design. After great appearances in the comics, animated shows and games, I think it's about time we got a proper film version.

1. Captain Cold
DC Comics

Captain Cold has gone through a massive change in recent years, becoming one of DC's greatest and most entertaining villains. The team at CW and actor Wentworth Miller really solidified this with how they turned such a simple character (a thief with an ice gun) into someone that all of the fans fell in love with.
